In 2004, the clinic regulation bill was attached to other legislation to form a SB 106. After some political maneuvering by a few State Senators, this new bill was allowed to die in committee on May 27, 2004. In other words, a few State Senators used political maneuvers to block the whole Senate from voting on the bill... thus killing the bill for another year.
