Nola Tedesco Foulston has been District Attorney of Sedgwick County, Kansas since 1989. Wichita is in Sedgwick County.
"THE FIX IS IN" Nola has certainly proven her worth to Tiller. On 22 December 2006, Nola went to Judge Paul W. Clark to have criminal charges against Tiller dropped. Phill Kline, the outgoing Attorney General, had indicted Tiller on charges of illegal late-term abortion a few weeks after he received the medical record evidence. Click here to learn more about this situation. After she obtained the dismissal of the indictments, Foulston conducted her own investigation of Tiller. She found that Tiller had properly reported all abortions on underage girls among the fifteen abortions investigated by Kline.
OBJECTION TO CRITICISM After Foulston obtained the dismissal of the charges against Tiller, Pro-Life activists tried to convince her to change her mind. They picketed at the County Courthouse. They wrote to request a meeting with her. Click here to read their letter to Foulston.

Click here to see her response. Foulston said Pro-Lifers efforts were futile. She even implied that Pro-Lifers efforts might be criminal: "You have been made aware that any attempt to influence this office and interfere with the administration of justice is criminal conduct."
"NO FILE NOLA" According to police sources, Foulston has consistently refused to file charges against porn stores and other violators of obscenity law. Foulston has a reputation of enforcing only the laws she agrees with. This and other instances of inaction have earned Foulston the nickname "No File Nola" among some police officers. During the 12 June 2002 meeting of the Sedgwick County Commissioners, a retired police officer stated: "For years and years . . . I'm a retired police officer. You all know that, and for years Ms. Foulston has been known in the police department as no file Nola because it seemed that you had to have a blood signed, deathbed confession and an ironclad case to get her to file charges on a lot of our cases. Ever since I started, that was the running joke. I don't have a problem and I do believe that we need to raise the pay for the office to get a better caliber of person and attorney in here, okay. But I don't think Ms. Foulston has earned a raise, not in this regard..." (See Page 26 of this document.)
THE GRANDSTAND QUEEN Foulston personally prosecutes only a very few high-profile cases. The other cases are handled by her staff.
Lights - Camera - Trial
!! But with an air-tight case, she personally prosecuted the murderous Carr Brothers who had killed several young people. She personally prosecuted Dennis Rader who is the confessed "BTK Serial Killer". And she reveled in her cross-examination of the woman who shot Tiller in 1993. In the latter two cases, the defendants gave complete confessions, so little cross-examination seems necessary. But the television cameras were rolling, and Nola took full advantage to polish her image as a "tough prosecutor".
The Tiller Campaign Contribution Nola Foulston first ran for DA in 1988, and the Tillers were there to help. Jeanne Tiller contributed $750 to her campaign. During the Summer of Mercy protests in 1991, Foulston ruled that aborted fetuses are not babies. This ruling came after Pro-Lifers inquired why Tiller could cremate babies without proper paperwork: "The opinion, issued earlier this week, stated that physicians who perform abortions are not violating a state law when they cremate the remains without applying for a certificate authorizing the cremation." The Wichita Eagle After the ruling, Pro-Lifers pointed out Jeanne's contribution to Foulston. But leaders of the Wichita Rescue Movement said Thursday that the opinion written by Foulston's office should be voided because of an apparent conflict of interest. They noted that Foulston received a $750 campaign contribution in 1988 from Jeanne Tiller, the wife of George Tiller the physician who has been one of the targets of abortion protesters this summer because he performs abortions in the third trimester of pregnancy. ?? THE ULTIMATE BRIBE ?? On 4 April 1990, Tiller may have delivered the ultimate bribe to Nola Foulston. Credible reports of this bribe have circulated through Wichita for years. Newspaper accounts seem to support this rumor, but they do not prove it. In a 1993 newspaper article, Tiller admitted he occasionally delivered these gifts to people "who have supported our family and our goals for a long period of time." The webmaster of this site has decided not to mention much about this rumored bribe. But if you have proof of this bribe, please click here to let me know.
SUMMARY & CONCLUSIONS Nola Foulston feels she is above reproach. She has put herself in the spotlight but is annoyed by the glint. She has forgotten that she is an elected official subject to criticism and scrutiny. She attacks those who question her actions and even implies that their efforts are "criminal conduct." While doing research for this website, I found Nola Foulston's personal profile that she posted on the popular website Amazon. Click here to see her Amazon profile. Foulston's list of desired gifts consists of seven books. All seven books deal with Royalty. Most are stories of queens or princesses. Maybe this is the best window into the mind of Nola Foulston. Maybe this is how she views herself.
